Born in Tampico on June 29th, 1919, starts his priesthood studies at the Puebla Seminar and continues its studies at the Gregorian University at Rome, Italy. In Rome, He received its priesthood on October 25th, 1942. From May 1945 started working in Tampico. Was economist, Vice Chairman as well as Professor for Philosophy and Theology at the local seminar and later was Secretary of the Curia Diocesan (1950-1952).
His Holiness, Pio XII ordered him Bishop for Zapara and Auxiliary to Tampico, on December 27th, 1952. He received the Episcopal Order on March 19th, 1953. Was ordered Diocesan Bishop for Tampico on February 25th, 1956; Pablo VI named him Archbishop of Antequera-Oaxaca on June 25th, 1967; on March 11th, 1976 he was transferred to the Episcopal headquarters on Puebla de los Angeles and finally to the Sede Primada of Mexico on July 19th, 1977. Among the positions held by Him are: President for CEM in three different times, Consultant to the Congregación para la Evangelización de los Pueblos en la Curia Romana; Co-President of the Third General Assembly for the Latin-American Episcopal, member of three Congregations, Clero, Culto Divino and Educación Católica y de la Pontificia Comisión para la América Latina en la Curia Romana. He is also member of the Human Rights Association for CELAM, member of the Economic and Administrative Commission of the Holy Site. On January 26th, 1979, as Archbishop Primado, welcomed Pope Juan Pablo II on his first visit to Mexico and later was ordered Cardinal on June 30th, 1979 by His Holiness. As Cardinal, He welcomed Juan Pablo II on his second visit to Mexico on May 1990. On September 29th, 1994 his Holiness, Pope Juan Pablo II accepted his resignation. Today, He is member of the Congregación para El Clero en la Curia Romana. On June 3rd, 2000 he was homage by the Centro Mexicano de Sidonología where is an Honorary President for life.
